/etc/init.d/ondemand keeps /etc/init.d/cpufrequtils from working

Bug Description

dpkg -S /etc/init.d/ondemand says initscripts. /etc/init.d/cpufrequtils already sets the cpu governor and has the option that a user can set system governor in /etc/default/. ondemand over rides this and even worse does it 60 seconds late so that the user can not even set the governor from rc.local. There is no sense in waiting 60 seconds as the cpu governor is already at ondemand or powersave before the system gets around to running ondemand. ondemand needs to just be removed so that cpufrequtils can do it's job properly. Or at least ondemand needs to read some file in /etc/defaults that tells it what the system default should be rather forcing the user to edit system files to get around ondemand's crazy activity which then breaks package updates.
