[SRU] Add support for ocata cloud-archive

The zesty version is stuck in -proposed, but its not related to this change so I will accept yakkety.

Hello Corey, or anyone else affected,

Accepted software-properties into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/software-properties/0.96.20.5 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

The verification of the Stable Release Update for software-properties has completed successfully and the package has now been released to -updates. Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report. There are some apt-key error messages in the autopkgtest, could you take a look at this?

Release names are known ahead of time. Can we be proactive and add support for Queens and Pike OpenStack releases ahead of time?

Dimitri, Yes I think we can go ahead and add pike and queens. Are the autopkgtest failures related to the cloud-archive update?

I've opened bug 1670385 to cover pike and queens.
