Bug Description

When installing Ceph for Manila/CephFS setup the plugin pulls in the latest Jewel packages built by gitbuilder.

In sometime, the Ceph project would switch to Jenkins to build packages for its various branches. So modify the plugin script to install the Jenkins built packages once the Ceph community notifies that it's safe to start using them.

    manila: install Jenkins built Ceph packages

    For manila-CephFS CI, latest Jewel Ceph packages built using
    gitbuilder were installed. Jenkins based Ceph build system is going to
    replace the gitbuilder based build system. Switch to using packages
    built by the newer system.
