efi_boot_mode test should just exit 0 if run on distro older than 16.04

Bug Description

It's too much overkill to add version checking in checkbox itself, but for this we can very quickly check version and exit with a success code and a message if we run on anything older than 16.04.

16.04 is when EFI boot mode became a blocking test, anything before that it is not a blocker.

So we need to change the boot_mode test script to exit 0 on older than 16.04 with a helpful message.
