Whoopsie should use something else if non-unique uuid

Bug Description

Originally found by Phil Plant in bug 1323081.

$sudo dmidecode -s system-uuid
00020003-0004-0005-0006-000700080009

is a very common uuid and since it's used to track machines likely impact accuracy. We should use a different fallback (Mac) maybe when this is detected.

If I understand systemd's machine id correctly upon reinstallation the same piece of hardware would have a different machine id. I believe Evan's original intent was to have the system id be the same across installations.
