boottime.kmap.gz is not loaded at boot : problem with install-keymap and/or loadkeys

Bug Description
i just updated console-tools (and maybe the other console-* i guess) from breezy
(version 0.2.3dbs-56) and it appears that at boot time, when it runs
/etc/init.
loadkeys: /etc/console/
i tried to do an sudo install-keymap fr (i have a fr keyboard) and i get the
same error.

confirmed and it's mdz reminder bug:
Germany layout, on a ppc, kubuntu is installed.
Upgraded a while ago from hoary to breezy.
While booting I get the following warning.
loadkeys: /etc/console/ boottime. kmap.gz: 961: addkey called with bad index 255 boottime. kmap.gz, use install-keymap
