Add "Open" button to installed listings

Bug Description
When an app has already been installed and you're viewing its listing, we should have an "Open" button in addition to Uninstall.
This is handy in a few current and future use cases:
1. You just installed the app and now want to launch it,
2. You went to install the app and realized it was already installed (and now want to launch it),
3. You were directed to the app listing (i.e. on a website, via an email, etc.) and already had the app installed.

It's also how mobile Software Centers are working, and it's nice to click install then wait for the open button to appear and open it
