Bug Description

After installing MAAS in a region+rack configuration from the experimental3 PPA, the 'Loading' status in the Controllers section stays in place forever and the controllers never load.

I think this is because packaging does not create the /etc/ntp directory.

Despite of the fact that packaging doesn't create the directory, MAAS shouldn't be failing to lif because the directory is not there.

I've had a look at the logs on xenial and although everything is working fine there, the same tracebacks appear, so they probably aren't related actually.
