9.0 custom ISO job should also include packages from proposed repo

Bug Description

After MOS 9.0 release main repositories are now freezed, and the latest merged code lands into -proposed. Thus to keep development and CI for stable/mitaka branch packages from proposed should be added to the ISO.

For now we have workaround with possibility to adding the proposed repos during building MOS9.0 custom iso. But for some customers this workaround can't be applied without merging of patches [1][2].
