[2.1, 2.0] Installs should use GPT by default if volume is larger than 2TB

Bug Description

Assumptions:
- It is possible to boot from a GPT partitioned disk in BIOS mode (true in my non-maas experience).
- Users with disks larger than 2TB would prefer to be able to use all the capacity on them.

If this is true, it might be extremely useful for MAAS/curtin to default to GPT format partitioning if the target volume is larger than the max size supported by an MBR partition table (about 2.2 TB).
