[regression] mir demo server fails to start with mx4

regression was with rev 3650 (android: open FB HAL before HWComposer.). Will see if I can find a proper fix without backing out.

hmm, nasty bug... the powervr FB module seems to give out a fbmodule close() method that segfaults. We can't just leave the module loaded, as we'd segfault on shutdown.

IMO, Its probably best to load FB before HWC just as a quirk option.

Invalid for Ubuntu (bug never released).

Saved by our branching strategy. That's what it's there for.
