Bug Description

Google provides daemons to run inside Google Compute Engine instances. The upstream git repo for these is [0]. These are currently packaged and released in to partner as gce-utils[1]. They are built in to cloud images from this location.

Upstream have recently reorganised things in a way that is incompatible with older versions, and asked us to package these separately (as there is no upgrade path between the two). This seemed like an ideal opportunity to move away from using partner to the proper archive.
