pasphrase entry for signing a message should be modal

Bug Description

When I tried to send a message, it asked me for the passphrase for my gpg/pgp
key, but the dialog didn't have focus because I had moved the mouse off of it by
accident, so when I typed my passphrase, it went into the message instead of
doing nothing.

I caught myself quickly and removed it from the message before sending, but I
think this should be prevented in the future by making the passphrase entry
dialog modal to its parent message compose window.

they have closed it as NOTABUG:

"it shouldn't be modal, window/manager/mouse is just a fact of life and it wont
fix it much anyway; we can only be per-app modal, not global modal.

e.g. if the mouse fell onto an irc window the problem woudl be worse and we
can't fix that"
