Automatic formatting rules do not function with builddir != srcdir

Bug Description

When attempting to use "make format" and "make format-tests" (why are they separate, and also incomplete?) when building with builddir != subdir, the rules simply fail as the files cannot be found.

Marking as a duplicate of bug 1611784 as using the CMake extras rules should fix that as well.
