Super+S activates expo plugin even on a 1x1 setup

Bug Description

[Test case]
1. Using ccsm set Horizonal/Vertical virtual size to 1
2. Activate expo (e.g. using Super+S)

Expected behavior:
nothing happens

Actual behavior:
The plugin is activated, but it's useless

[Regression potential]

No expo is shown in multi-monitor with one desktop, but it's not something we ever supported.

Accepted compiz into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/compiz/1:0.9.12.2+16.04.20160801.3-0ubuntu1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.
