Bug Description
As the title says. Currently yakkety has no unity8 for arm64 due to missing oxide-qt binaries (see LP: #1582638). This means all address-book-app arm64 landings will be blocked in -proposed.

[ Łukasz 'sil2100' Zemczak ] pre_release_ hook that disables arm64 binary
* Build address-book-app for arm64 as well.
* Add a temporary bileto_
package builds for anything that's not xenial (LP: #1604869). Add
the build-dependency of lsb-release for the use of the bileto hook.
