pm_test crashes with UnicodeDecodeError

Bug Description

[Steps]
1. Run reboot or poweroff tests with script pm_test
e.g. sudo ./pm_test reboot -r 1
2. Check if action can be completed

[Expected result]
In the above example, system should reboot and show a reboot test completed dialog after reboot is completed

[Actual result]
* The script crashes with the following traceback: http://paste.ubuntu.com/19061888/
* pm_test log output created before the crash: http://paste.ubuntu.com/19062914/
* Please refer to attached log below for the output of "sudo fwts -r stdout klog oops" (which contains the special char that causes issue)
