Libertine Scope view should have a message when no containers are defined or no apps found in a container

Bug Description

If there are no containers defined (or found), then the Libertine Scope view should display a message saying something to the effect of "No Libertine container found."

If no apps are found in a container, a message should be displayed that says something like "No X apps are found in this container."
