Eye Of Gnome doesn't refresh automatically the image when it is edited in 16.04

Bug Description

* Impact
When a image is open in EOG and edited in a image editor (for example: Gimp), the image in EOG isn't refreshed.

* Test case
- open an image in eog
- edit the same image with another software, e.g gimp or shotwell viewer
- look if the eog version refresh on changes

* Impact
the change is in the file monitor code, just check the behaviour on external changes (replace the image, edit it, etc)

Importance = low!? It is unsupportable and hard to work with various images.

Accepted eog into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/eog/3.18.2-1ubuntu2 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

I tested on Ubuntu GNOME 16.04.1 with a .png. After I installed eog 3.18.2-1ubuntu2, eog correctly automatically refreshes the image when I overwrote the image with gimp. It didn't refresh the image automatically with the previous version of eog.
