Error on package removal causes package to never appear removed

Bug Description

When removing a package causes an apt error, the package gets into a bad state where the package can never be removed from the list (in the GUI) but may no longer be listed with LCM.

To reproduce, I usually install something small like "vim" or "nano". Next I start to install something a smidge bigger such as gedit and then immediately try to remove the the first app.
