Notify replace_id is ignored by notify-OSD

Bug Description

As per Notification Desktop Specifications and NotifyOSD Specs², if a notification provides a "replace_id", and a notification with that id is shown or in queue, we should replace that with the last one.

This is something that notify-osd doesn't do. Breaking the protocol expectations.
