Allow passed in distro version if it matches the host's distro version

Bug Description

libertine-container-manager checks if the passed in distro version, ie the '-d' option' when using create, is valid such as is it end of life or a valid name.

If host's distro version is the same as the version being passed in, then we should allow it even if it's end of life such as on the phone (Vivid).

This will be needed for the upcoming Libertine click package intended for the phone.
