Add grub-xen-bin to snappy rootfs

Bug Description

I'd like to be able to run snappy in a paravirtualised Xen guest (my home server runs Xen and this would be the easiest way for me to bring up a snappy instance). It would be very helpful if the snappy root filesystem included the grub-xen-bin package to go with the other GRUB platform binaries it includes; this would allow just setting kernel = "/usr/lib/grub-xen/grub-x86_64-xen.bin" in the configuration for that Xen guest and not having to worry about the other details of booting snappy.

I think this should just be a matter of adding:

 * grub-xen-bin [amd64 i386]

... to the ubuntu.xenial/system-image seed, although it's possible I've forgotten some other details about how snappy's GRUB integration works.

Seems reasonable and unintrusive (and nice addition for running pristine snappy in more virtual environments)
