.mo files for Contacts are not included in langpacks

Bug Description
Contacts UI is shown in English although I have chosen Finnish as a language.
Seems like .mo files are not included in language-

Also tested in German language, the UI in English and langpack doesn't have its de .mo file.

The package has been moved from main to universe. Possibly that has something to do with it. But then, OTOH, the MO files ought to be installed in /usr/share/locale (which they are not).
