Change /var/cache/ltsp to /run/ltsp

Bug Description

On a booted LTSP client:
# ls /var/cache/ltsp
init-commands ltsp_config ltsp_config_env net-enp0s3.conf

These files are more suited for /run rather than /var/cache.
Let's put them there, maybe while creating a /var/cache/ltsp -> /run/ltsp symlink for possible compatibility issues (mixed LTSP/LDM versions).

Btw, http://refspecs.linuxfoundation.org/FHS_3.0/fhs-3.0.html mentions:

which does not correspond to the way we're using that directory, so moving to /run/ltsp is more appropriate.
