[Hyper-V] network performance patches for Xenial 16.04

There is a Xenial test kernel, with these two commits, available here:

Tested with linux-n ext 4.4.0-11-generic #26~lp1556037 and all worked as expected, without issues. Also performance numbers are better with this patch than before.

This bug was fixed in the package linux - 4.4.0-13.29
