ubuntu-fan: newer versions of docker do not require the -d option to deamonise

Bug Description

Newer version of docker do not need nor indeed recognise the -d option to request daemonisation. We need to detect the newer version of docker and use the appropriate incantation.

Added detection for the docker version to adjust the docker daemon parameters.
