[2.0a1] TFTP back-end crashes

Bug Description

In rackd.log I see this:

2016-03-07 02:31:36+0000 [TFTP (UDP)] Datagram received from ('192.168.9.163', 49159): <RRQDatagram(filename=b'pxelinux.cfg/01-00-25-90-4c-f0-2e', mode=b'octet', options=OrderedDict([(b'tsize', b'0'), (b'blksize', b'1408')]))>
2016-03-07 02:31:36+0000 [HTTPPageGetter,client] Starting TFTP back-end failed.
 Traceback (most recent call last):
 Failure: twisted.web.error.Error: 500 INTERNAL SERVER ERROR

The system is still working, because I also see lots of traffic going out, so I'm not sure under which conditions it crashes. Not sure where the tracebacksfor the TFTP code would be going, happy to dig as instructed.
