Bug Description

when it try to mount the fat32 for the efi it failed with the following error : [ 117.627721] FAT-fs (sda1): IO charset iso8859-1 not found

which is due to the missing module : nls_iso8859_1

workaround is : to apt-get install linux-generic
than the module is properly loaded.

here's the error that I've seen in the boot.log :
 can't create directory '/root/lib/modules': Read-only file system

This may be fixed by the fix that went in for bug 1543204 (creating /lib/modules in the image).

0.120ubuntu1 in wily broke vfat from initramfs as it dropped nls_iso8859-1 and nls_cp437 from the list of modules for 'base' in hook-functions.

initramfs-tools at 0.122ubuntu3 is in xenial-proposed now, and should have this fix.
it will migrate to -updates when the tests pass

Then, we need maas images with that inside.

This should be fixed in the latest image maas-images and in the ubuntu archive with 0.122ubuntu3
The maas image is numbered 20160210 that has the fix. https://gist.github.com/smoser/2cec72d243404a72fdb5 will show you what your maas images are:
  maas-dump-image-status my-maas-name | grep xenial
  ubuntu/xenial amd64/hwe-w 20160210 daily True

Deployment of xenial with maas will require a curtin that is >= revision 324.
