Bug Description

Instance resize fails if "allow_resize_to_same_host=true" and "allow_migrate_to_same_host=true” are not set in nova.conf.

Hi James

Apologies this bug has been untouched for sometime.

allow_migrate_to_same_host was dropped prior to 2015.1.0 so I don't think we should add that.

Reading bug 1251266 the allow_resize_to_same_host option is really just for testing and should not be enabled in production deployments; I think resize does require the enablement of live migration - just checking that now.

Indeed to use resize, you must have the live-migration feature enabled on the charms.

Marking this 'Invalid' for now; resize can fail for a number of live-migration type issues so you might be hitting one of those instead.
