Bug Description

ENVIRONMENT:
        MOS 7.0 MU-1

STEPS TO REPRODUCE:
1. Build BDD plugin from https://github.com/openstack/fuel-plugin-block-device (master, 01 Dec 2015)
2. Install plugin
3. Create env with sahara and BDD plugin (1 controller 5 computes)
4. Deploy env

EXPECTED RESULT:
Fuel cluster created

ACTUAL RESULT:
Deploy failed on controller with error
Puppet::Parser::AST::Resource failed with error ArgumentError: Could not find declared class ::sahara::config at /etc/fuel/plugins/cinder_block_device_driver-1.0/sahara-volume-timeout.pp:7 on node node-25.mol.local

Directory /etc/fuel not exist on controller

    Remove using of ::sahara::config class

    This class was added in stable/liberty in upstream modules,
    but wasn't added to 7.0 Fuel release. Hence we should remove
    using of this class and use sahara_config resource directly.
