devices need governor tuning for best performance

Status changed to 'Confirmed' because the bug affects multiple users.

What needs to be changed on the kernel side for this?

I don't think we need specific kernel patches. One thing I noticed:
The interactive governor (which is *the* hook on Android) is missing
on Krilling
The MX4 supports the interactive governor, though.
