neutron-openvswitch and neutron-gateway do not properly set MTU on VLAN devices

Bug Description
data-port config is used in both of these charms to, among other things, set MTU on data-port devices. If vlan device (eth0.100) is set as a device, MTU is not set. Reason is simple; MTU needs to be set on underlying device before setting it on VLAN device.
