Bug Description
A load based scheduler for dhcp was introduced in Kilo whereas one for routers has been around for longer.
This change proposes to switch from chance-based scheduling to load based scheduling as default. It's very likely that cloud deployed at scale do
use these schedulers already so it may make sense to flip the defaults so that upstream CI exercise that code to avoid surprises down the road.
