tk8.3 was not recompiled on Dapper

Bug Description

Binary package hint: tk8.3

The latest changelog entry for tk8.3 on Dapper is:

tk8.3 (8.3.5-4ubuntu1) breezy; urgency=low

  * unix/{tcl.m4,configure}: Stop setting our X include path to "no
    special path needed" when we don't need a path. (cf: #11444)

It was brought directly in from Breezy.

Also, tk8.3 on Dapper does not compile due to an error in unix/configure. Attached is a diff to fix this.
