The latest changelog entry for tk8.3 on Dapper is:
tk8.3 (8.3.5-4ubuntu1) breezy; urgency=low

It was brought directly in from Breezy.
Also, tk8.3 on Dapper does not compile due to an error in unix/configure. Attached is a diff to fix this.
