Bug Description
Reproduce:
On mako, open System Settings. Go to hotspot.
What happens:
You are currently able to enable a hotspot
What should happen:
It should be disabled for mako due to various bugs.

* [hotspot] allow insecure hotspot, hide hotspot for mako, make
autopilot tests run on mako, and change packaging so we get a newer
Connectivity API (provided by indicator-network). (LP: #1431876)
