Backends could not be debugged via apport

Bug Description

Binary package hint: cupsys

Crashes in the cups backends are reported via apport but could not be sent because the files in /usr/lib/cups/backend are not registered with dpkg (i.e. they belong to no package). Furthermore postinst creates hardlinks which makes dereferencing and then triggering another check upon the new path fail.
