autofs needs portmap package

Bug Description

The autofs package depends on the portmap package being installed. However,
there is no dependency on portmap. Without the portmap package, mounts monitored
by autofs will not complete.

autofs Recommends nfs-common (which, in turn, depends on portmap). I
assume this wasn't set as a strict dependency because autofs can automount
just about any filesystem, and certainly wouldn't need portmap/nfs-common
to do so for anything other than NFS.

That said, a quick conversation with a few people led to the general
concensus that autofs really isn't often used for anything other than NFS,
and a dependency on nfs-common certainly doesn't seem too far out of line
for a package like this, so I'll upgrade the Recommends to a Depends for
the Ubuntu fork of the package.

If portmap is only needed indirectly for NFS, then autofs should not depend on it.
