adt-setup-vm modifies cloud-init's conffile but doesn't handle dpkg conffile prompts

updates the system later on. If there's a new cloud-init at this point we get a conffile prompt, as you can see here.

This causes the script to bomb out, and eventually resulted in
because -extra- wasn't installed (this happens later on in the script).
I suppose we need to add force-conffoo to dpkg.cfg.d.
You could drop a file in /etc/cloud/ cloud.cfg. d, which should avoid the prompt showing up.
