Fade focus effect should be half the length

Bug Description

Binary package hint: compiz

The "fade" focus effect is the right default, since it's the least obtrusive or surprising but still attractive.

However the default of 300ms is too long, and makes the effect quite obvious; reducing it to 150ms is much nicer

I second that. In addition, reducing it to 150ms would reduce the flicker Fade to focus produces (at least for some of us). See bug #147141 about this.
