Update to 3.16

Requires accountsservice 0.6.39 (bug 1466289) and gnome-online-accounts 3.15.1 (bug 1466290)

lp:~robert-ancell/gnome-control-center/update-3.16 has a work in progress with all of the patches updated except 52_region_language.patch

We should let the GNOME remix team decide what version of g-c-c they
want and handle those updates, we made u-c-c for that...

   Thanks for working on this, yes we want g-c-c and in fact most other core bits updated to 3.16 asap. I think we will try land it all in one hit like we did last cycle, hopefully in the next week we can have all the merges ready.

btw pretty sure I updated 52_region_langugage in the package in gnome3-staging ppa (possibly in vivid, not sure they have been copied to wiley yet.)

I pulled in an updated 52_region_language.patch, and few other minor changes, this should be good to upload once gnome-online-accounts is done.

except I missed Gunnar's latest changes and they are still a work in progess ;(

@Tim: The g-c-c task at bug #1440275 is not a work in progress. I copied your branch, added those changes, and linked it above.

Tested gnome-control-center 1:3.16.2-2ubuntu1~wily2 from PPA. The "Language" and "Formats" capplets seem to work as expected, while the "Users" capplet crashes.

   can you get a backtrace? I can't reproduce any crash in the users capplet.

My mistake. I simply added/updated a few more packages (testing it on a Unity install) and now also the Users capplet shows up.

However, I noticed that "Users" now uses the same widget for languages as "Language" and "Formats", but the current language is not marked as such in the list. Can't tell right now if this is an upstream bug or if it's due to the ubuntu patches, but in any case it's not important enough to block the update, of course.

Its an ubuntu bug due to the accountservice language storage differences from upstream, fixed in ~wily3 and my bzr branch
