Bug Description
Windows 7 x64 / Inkscape 0.91 x64
When saving SVG w/ linked images both from and to my E: drive (But Inkscape is installed on C:) it will give me the following and not save the photos
Could not locate file: C:\Media\2015\Post Card\IMG_1245.JPG
Could not locate file: C:\Media\2015\Post Card\IMG_54321.jpg
My fix was to copy SVG & Images to C: and then successfully save the zip.

Reproduced on Windows XP, Inkscape 0.91 and trunk rev. 14159.
Steps to reproduce:
1. Create a blank new document.
2. Link an image.
3. Save as Compressed Inkscape SVG with media.
Note that the error message doesn't show if you save the file as SVG first.
