Bug Description

By default, cinder v1 api was disabled at this line:
https://github.com/stackforge/cookbook-openstack-block-storage/blob/master/templates/default/cinder.conf.erb#L56

But in openstack, v1 api was enabled by default, I think we should keep the same with default value in openstack:

https://github.com/openstack/cinder/blob/stable/kilo/cinder/common/config.py#L103-L105
