Events with an "On Event" reminder never get a notification

Bug Description
Tested with calendar-app 0.4.600 on mako vivid r163.
To reproduce, use calendar-app to create an event with a reminder set to trigger "On Event", then view the ical file in ~/.local/
calendar-app generates valarms that have an action property, and that's all good. But as per the spec, the valarm also needs a trigger property. Without it, the reminder will never get triggered.
This is currently being masked by indicator-
I'm not sure if this is being caused in calendar-app or in qtorganizer5-eds.
