NFS charm does not create "exports", daemons not running

Bug Description
I'm developing a personal charm, and needed to use NFS in order to grant load balancing and file system sharing.
Seems like the NFS charm that is on the store is in a non-functioning state: it has no config-changed hook, and the relation-changed hook isn't writing anything in the "exports" file, needed to start the NFS daemons.
