"Linux Distribution" should be a menu, not a text field

Bug Description

In <https://launchpad.ubuntu.com/malone/bugs/+package>, "Linux Distribution" should be an option menu, aka a <select> element. (This should be changed to a listbox if Malone is ever used for more than about 30 distributions, and to a search field if Malone is ever used for more than about 100 distributions.)
