RelationContext cannot react to service configuration changes

RelationContext.provide_data() is only invoked from the relations changed and joined hooks. This means they cannot react to service configuration changes ('juju set'), as this only invokes the config-changed hook and the RelationContext has no opportunity to republish its data.

This affects all objects in a ServiceManager's provided_data lists, and unfortunately this cannot be fixed without changing the API.
