"iw" command is not available in 12.04.5

Bug Description
The new "iw dev $INTERFACE link" command was added recently, base on this bug 1302458
However, it seems that iw is not available in 12.04.5, causing some noise in the wireless test result:

Internet connection fully established
I think the solutionis is to add iw into our dependency.

I agree with adding iw to the dependencies. Setting to triaged.
