[TOPBLOCKER] User metrics can no longer be changed by double tap

Status changed to 'Confirmed' because the bug affects multiple users.

When I double tap all I see is the launcher trying to slide in now and an "unlbock" hint at the bottom

Same here on my hammerhead with #117 and #118 rtm proposed. Launcher just keeps bouncing and metrics don't change.

The bug also exists on Krillin running r140.
