Bug Description
Bug 1318537 fix is incomplete: it does not work when basedir is non-default. The reason is, that even though mysqld --help --verbose call receives the --plugin-load arguments, the basedir (or plugin-dir) arg is not passed, resulting in --plugin-load failures due to unfound libs.
